Lists of Requirements for Application of Vehicle Registration
In preparation for its implementation, we would like to emphasize the registration of the vehicles and the required documents for the issuance of stickers as stated in Section II of the above-mentioned rules and regulations:
1. Officials, faculty and staff, students, parents, and stakeholders who frequently and usually drive/using a vehicle to campus shall register their vehicle at the General Services Office every year that requires the following documents:
a. Accomplished Application for Vehicle Registration Form
b. Photocopy of the Certificate of Registration of the vehicle
c. Photocopy of the Official Receipt of Registration
d. Photocopy of the Driver’s License
Requirement for E-bikes:
- Certificate of Ownership
- Driver’s License
An additional requirement for parents and students is a photocopy of the certificate of enrollment.
2. Accomplished vehicle registration form together with the required documents shall be submitted to the General Services Office for evaluation and approval. A Registration Fee of P100.00 shall be paid to the Cashier’s Office if approved.
3. Vehicle stickers shall be issued upon registration and shall be valid for one year and renewable thereafter, subject to payment of the renewal fee and other regulations. The type of registration/user is distinguished by color as follows:
- Univesity Officials (junior & senior) - Neon Red
- Faculty and Employees - Neon Blue
- Students - Neon Green
- Tenants - Neon Orange
- Parents - Neon Yellow

CAMPUS' TRAFFIC AND PARKING RULES AND REGULATIONS
Campus' Traffic and Parking Rules and Regulations aims to promote safety and comfort of the students, officials, faculty and staff, other stakeholders, visitors and official guests of the campus. It is designed to ensure an orderly and efficient flow of vehicular and pedestrian traffic and use of campus' roadways and parking facilities.
I GENERAL RULES AND REGULATIONS
1. The campus parking spaces are designated for specific type of users during normal hours/days (e.g ., official vehicles, students, faculty and staff, officials, visitors, official's guests, reserved parking) and strictly on a "first come first serve basis". A color-coded vehicle sticker shall be issued to a specific type of user but guarantees neither a specific parking space nor availability. Moreover, parking privileges may be modified as required by the situation.
2. The number of parking spaces on the campus is limited. Inability to locate a legal parking space will not excuse a parking violation. Vehicles must display the color- coded vehicle sticker in order to park in a designated space. To avoid confusion in the enforcement, the entry and parking privilege accorded by virtue of the vehicle sticker shall apply exclusively to the motor vehicle and not to the passengers. Hence, for example, a vehicle bearleg a coded sticker for student/faculty shall not be allowed to park in a designated parking space for officials and guests even if the passengers happen to be a certain official or guest of the campus.
3. The campus assumes no responsibility for any losses andfor damages in regard to a vehicle and/or its contents, noe Injuries to persons while within the university premises. Any such losses and or damage or injuries to persons shall, nevertheless, be reported to the General Services Office (GSO),
4. Drivers and other individuals who operate the motor vehicles bearing a color- coded sticker inside the campus premises are considered extension of the vehicle registrants for purposes of compliance to rules and regulations. As such, the vehicle registrants shall be held responsible for the acts/omissions in the operation of these persons of their vehicles.
5. The campus, through the GSO, may Issue traffic or Parking Violation Notice (PVN) with corresponding sanction, for violation of these rules and regulations. Access and parking privileges may be suspended for unsettled/unresolved PVNs.
6. Parking at roadways, sidewalks, pathways and other free spaces not designated as parking space is not permitted at any time, quick duration even, except upon order of GSO for verification of their valid entry al the campus premises. Vehicles in these areas will be issued a PVN. The absence of a "no parking" sign does not necessarily indicate that parking is permitted in a particular area.
7. All officials, faculty and staff, and students to whom a color-coded vehicle sticker may be issued, and who operate vehicles within the university premises are responsible for making themselves aware of the parking and traffic regulations and for observing all parking and traffic control signs as posted and markings as indicated. All visitors are responsible for observing all parking and traffic control signs as posted and markings as indicated.
8. Vehicles transporting Laboratory School pupils may secure vehicle sticker for purposes of authorized entry and/or access but at all times, a "drop and go" policy shall be strictly implemented and monitored by Security Guards under the GSO.
9. Vehicle Pass issued by the GSO through the Security Guards authorizes visitors and official guests with vehicles to both enter the university premises and park on designated parking space.
10. Pedestrians have the right of way at all times and vehicles must always yield to pedestrians.
11. The campus promotes a clean and green environment. Thus, leaving the vehicle's engine on while parked is strictly prohibited. Smoked belching must be within safety standard.
12. Driving, road and pedestrian courtesy must be observed at all times. Threatening or verbal abuse of students, fellow drivers, parents, traffic enforces/guards, or any member of the university community is considered a violation of the University's traffic rules and regulations.
13. Parking spot for Persons with Disability (PWDs) is reserved at all times and for their exclusive use only. To use this space, a special vehicle pass aside from the usual vehicle sticker mut be obtained from the GSO.
14. General peace and order must be observed while within the university remises. Unnecessary blowing of horns, loud music and other sounds that tend to disturb peace and quiet is not allowed.
15. Drivers inside the campus must observe all applicable traffic laws, rules and ordinances of the Municipality of Nasugbu in addition to these rules and regulations.
II. VEHICLE STICKER
1. Officials, faculty and staff, students, parents and other stakeholders frequently and usually driving/using a vehicle to campus must register their vehicle with the GSO every year. A color-coded vehicle sticker shall be issued at the time of registration with the GSO upon completion of the application for vehicle registration form", payment of their prescribed fee and submission of the photocopy of the Certificate of Registration and the Official Receipts of Registration of the vehicle to be registered.
2. Vehicle sticker shall be issued every January though it is also available at any time of the year. Its validity is one year or until December 31 of each year, regardless when secured during the year for ease of control and monitoring. It is renewable thereafter, subject to payment of renewal fee and other regulations. The type of registrant/user is distinguished by color as follows:

3. Only vehicle with valid and appropriate sticker may be allowed to enter specific areas and/or parking spaces. Vehicles may not display more than one valid sticker. Except for vehicles transporting/servicing Laboratory School students, the sticker authorizes the vehicle to both enter the university premises and park.
4. Campus officials, faculty and staff may be allowed to request for at, most two (2) stickers to accommodate those with more than one vehicle. It is understood, however, that the privilege accruing from the use of the sticker applies to one vehicle at a time and it is not transferable. Entry and parking privileges may be revoked anytime for those who violate this policy.
5. Vehicle stickers issued in other campuses of BatStateU can be utilized in the campus. Lost vehicle sticker may be replaced for a fee.
6. Except for campus officials who have the privilege of parking on any vacant designated parking spaces, subject, notwithstanding, to the "first come first serve" policy, parking is limited only to specific parking spaces for the duration of the effectivity of the sticker.
7. A vehicle pass for delivery trucks/service vehicles of suppliers/contractors shall be issued by the GSO. This authorizes the vehicle to both enter the campus premises and load and unload on designated spaces only.
8. Drivers of vehicle without the current vehicle/temporary vehicle pass entering the campus must surrender a driver's license to the GSO personnel who are given authority to confirm identity of the people entering the campus premises. Using a vehicle once a week is considered regular usage, hence requires a vehicle sticker.
9. Vehicle registrant must notify the GSO if circumstances occur that would change the classification/type of their color-coded vehicle sticker.
III. PARKING LOCATIONS AND DESIGNATIONS
Parking is permitted only in designated parking spaces. Upon Issuance of a vehicle sticker, the vehicle registrant will be given a Parking Site Map indicating the locations where the vehicle is permitted to be parked during the hours 6:00am to 9:00 pm Monday to Saturday, unless otherwise specified in these regulations. The restriction to designated parking areas does not apply on Sundays and holidays. All vehicles when parked in a designated parking location must display a valid sticker/vehicle pass. The designated parking locations are as follows:
- General Parking – Lots and areas designated on the parking site map for the use of faculty and staff, students and visitors, tenants, and any others who wish to utilize these specific lots on a “first come, first serve” basis. (Lot in front of CTE and IMT Building)
- University Officials and Guests Parking – Lots and areas designated on the parking lot site map for the exclusive use of officials and guests at any time (24 hours per day). (Right Side of the lot between IMT and Hatchery Building)
- Faculty and Staff Parking – Lots and areas designated on the parking lot site map for the exclusive use of faculty and staff. (Left side of the lot between IMT and Hatchery Building)
- University Vehicles’ Parking – Lots and areas designated on the parking lot site map for the exclusive use of University vehicles at any time (24 hours per day). (Back of the Hostel Building)
- Motorcycle/Tricycle/Bicycle Parking – Lots and areas designated on the parking lot site map for the exclusive use of faculty and staff, students, and visitors using motorcycles and bicycles as their means of transportation in going to the University. (Right Side of the IMT Building, Ground 2 near Dormitory Building)
- Reserved Parking – The Head of GSO, at his or her sole discretion, may reserve any parking spot for a specific purpose/occasion, but not for a specific individual for a limited period of time and may authorize appropriate signs to be displayed indicating that the parking spot is so reserved.
IV. TRAFFIC AND PARKING VIOLATIONS
The Security Guards under the GSO shall actively and strictly enforce these rules and regulations on a 24-hour basis. These violations apply to campus officials, faculty and staff, students and other vehicle registrants/owner/operator. Visitors and official guests must be properly guided and instructed by the Security Guards upon entry to the campus premises to avoid committing such violations. The following are traffic and parking violations for which a vehicle registrants/owner/operator may be given a PVN: 1. Prohibited location/unauthorized parking

Prohibited location/unauthorized parking:
- Fire Lane/emergency lane.
- No parking Zone.
- On Sidewalk, Roadways, and other areas not designated/marked as parking areas.
- Parking in a PWDs Spot without a special vehicle pass, except visitors and guests with noted handicapped.
- Reserved or Event Parking Space.
- Unauthorized area - parked in a parking space where the vehicle sticker is not valid.
- Designated spaces by signs, traffic cones, or security barricades.
- Parking in such a way as to impede, block, or obstruct maintenance, constructions, or free flow of traffic.
- Parking or storing a bicycle inside a university building or in such a manner as to create a pedestrian, safety, or maintenance problem.
- Parking a vehicle incorrectly so as to extend into an adjacent or opposite parking stall or space, or extend beyond a dividing line or in any manner that interferes with maximum usage of the parking location.
- Other similar violations.

Prohibited actions:
- Parking unregistered vehicle - vehicle of university officials, faculty and staff, students, and parents parked on campus without having the properly secured vehicle sticker.
- Displaying a fraudulent, altered, or unauthorized vehicle sticker.
- Parking on campus while the parking privilege is revoked/suspended.
- Taking two vehicles and two parking spaces at a time.
- Failure to display/attach vehicle sticker.
- Leaving vehicles on campus for more than a day without prior notice to the GSO.
- Reckless driving to physical injury or damage to property.
- Violation of speed limit.
- Failure to give way to pedestrians on pedestrian lanes.
- Violations of the "Drop and Go" Policy.
- Leaving the vehicle's engine on while parked.
- Smoke belching that is obviously beyond safety standard.
- Threatening or verbally abusing students, fellow drivers, parents, traffic enforcers/guards, or any member of the university with or without valid cause.
- Unauthorized transfer of vehicle sticker/display of sticker in a vehicle for which it was not issued.
- Driving that is threatening to the safety of persons: negligent/inattentive/stop sign violation.
- Driving against a one-way road.
- Disregarding traffic signs or traffic enforcers/guards.
- Dropping pupils/students in areas other than designated "drop off" points.
- Leaving vehicles unlocked while parked.
- Vehicle sticker not attached on the windshield.
- Parking vehicle with expired sticker, unless a new sticker is not yet available and/or renewal is in process.
- Vandalism, defacement, or removal of street/traffic/parking signs.
- Failure to report to SSO after being served a PVN.
- Other similar violations.
V.SERVICE OF PARKING VIOLATION NOTICE (PVN)
The GSO are designated and authorized to enforce these rules and regulations. A PVN shall be issued in case of violation/s of the forecited prohibitions. A PVN is considered sufficiently issued and served in any of the following ways:
- By being handed to the owner/driver of the vehicle; and
- By placing/leaving the PVN under the windshield wiper or attached to the windshield of the vehicle in respect to which the violation has been committed. PVN that is removed from under the windshield wiper by person/s unknown, or by any other means, does not negate the service of the PVN. One served and received the vehicle owner/driver must report to the GSO within three (3) days, except when an appeal thereof is filed, for settlement and/or appropriate sanction/penalty. Failure to report after the lapse of three days, the exception considering, shall be considered a separate violation and another PVN shall be issued and served in the same manner as above
VI. SANCTIONS/PENALTY/APPEAL
The following sanctions/penalties shall be enforced against the vehicle registrant/owner/ for each violation without prejudice to possible administrative charge and/or civil case that may be filed in appropriate body/court by the campus and/or interested parties.
- 1st offense – attendance to orientation/briefing on Campus Traffic, Parking, and Security Rules and Regulations; Stern warning for the non-commission of any of the prohibited acts enumerated herein.
- 2nd offense – Suspension of parking privilege for 1 month.
- 3rd offense – Cancellation of vehicle registration and termination of parking privilege for the remaining validity period of registration; and
- 4th offense – Forfeiture of parking privilege for one year.
In addition, those committed 2nd offense or 3rd offense shall be barred from registering another vehicle to continue avail the parking privilege using another car. The deliberate failure to report to the GSO for settlement of the PVN, when proven, shall cause forfeiture of the parking privilege for one year.
GSO personnel who failed to enforce these rules and regulations, deliberate or otherwise, shall be subject to disciplinary action and/or appropriate administrative charge be filed when found proper and order. Any complaint against GSO personnel regarding enforcement of these rules and regulations must be put in writing and be submitted to the Office of the Chancellor copy furnished the Office of the Vice Chancellor for Administration and Finance.
Vehicle Registrant/owner who received a PVN may submit a written appeal to the Office of the Chancellor copy furnished the Office of the Vice Chancellor for Administration and Finance within 10 working days from the issuance of the PVN.
The notice of appeal should be submitted to the GSO, nonetheless, prior to the lapse of three days reporting/settlement period. The following information must be included in the appeal:
- Name of the vehicle registrant/owner/appealing party
- Appealing Party’s address and contact number
- Plate Number of Vehicle subject of violation
- Copy of PVN
- Reason/s for appeal
- Pertinent document in support of the appeal
- Must be under oath and in 3 copies
Subject to the procedure that may be established, the appeal may be decided within 30 days from receipt. Pending appeal, the parking privilege may still be availed of. In the absence of an established procedure, the decision of the Office of the Chancellor is bound only by the general principle of justice, equity and fairness, and is immediately executory.
VII. EFFECTIVITY OF IMPLEMENTATION
These rules and regulations shall be implemented in BatStateU ARASOF-Nasugbu effective December 2022.
